CORE PUBLIC HEALTH FUNCTIONS
Assessment
* Collect, analyze, disseminate, and monitor health status information to identify physical, mental, and
environmental health problems;
* Identify barriers and needs (e.g., gaps in service) to be addressed to achieve public health mission;
* Evaluate effectiveness, accessibility, and quality of personal and population based health services.
Policy Development
* Define priorities for a public health response to identified problems, barriers, and needs;
* Research effective methods for promoting, preventing and improving physical, mental and environmental health and well-being;
* Develop policies and plans to assure physical, mental and environmental health and well-being designed to meet needs which are
based on research.
* Advocate on behalf of the public's health.

* Promote physical, mental and environmental health and safety;
* Prevent disease, injury and disability;
* Diagnose and investigate physical, mental and environmental health problems and hazards using the science of epidemiology;
* Educate the public to be more informed decision-makers and to lead more safe and healthy lives;

Welcome to the Cumberland Valley District Health Department Website
The Cumberland Valley District Health Department (CVDHD) was formed when the Clay County and Jackson County Health Departments joined together on August 1,1973. This was the third district health department formed in Kentucky and was made up of approximately 50 public health, home health and environmental employees.
The Rockcastle County Health Department became a member of the district on July 1, 1981 and in September of that same year the Bell County and Harlan County Health Departments joined the organization to complete the five-county Cumberland Valley District Health Department.
The agency received a license in 1975 to provide Home Health services in Rockcastle County and in 1985 became licensed to expand home health services to Bell and Harlan Counties.
Currently, the CVDHD has a staff of more than 300 employees , maintains thirty-nine service and administrative sites and has an annual operating budget of nearly 18 million dollars.


Kathy has been employed with the Cumberland Valley District Health Department for over 23 years. Kathy has served in many positions throughout her career with the CVDHD including home health nurse, public health nursing supervisor, and public health nurse director. She earned her undergraduate degree and received her Master's in Public Health Adminstration/Community Health from Eastern Kentucky University.
